A point of accuracy on 2004: BULATS (the Business Language Testing Service) was Cambridge's business-English test at the time. Cambridge retired it at the end of 2019 and replaced it with Linguaskill. The Language Key's role as a BULATS agent — and the 30,000+ tests it administered — is history, not a current service. The hardest part of corporate English was never the teaching. It was the measuring. How do you test spoken English — fairly, at scale, without booking rooms, examiners, and weeks of waiting?
The existing tools are slow. Paper-based IELTS results can take up to 13 days. IELTS and TOEFL set fees locally, so an Asia-wide programme cannot plan a single price.
